The geographical area of the Maharashtra state is 30.8 Million hectars (Mha), with cultivable area of 22.5 Mha. Irrigation is a key element for agricultural sector in Maharshtra. The geographical area of the state is divided into 5 river basins viz. Krishna, Godavari, Tapi, Narmada and narrow basin of west flowing rivers of Kokan. In order to accelerate the completion of irrigation projects in Maharashtra State, the Government has established five Irrigation Development Corporations in the state named Maharashtra Krishna Valley Development Corporation, Vidarbha Irrigation Development Corporation, Tapi Irrigation Development Corporation, Godavari Irrigation Development Corporation, Marathwada Irrigation Development Corporation, Konkan Irrigation Development Corporation.
There are 3700 irrigation projects 103 major, 322 medium, and 3275 minor (including lift irrigation schemes). The state has achieved a landmark in irrigation potential creation. During the formation of Maharashtra state irrigation potential was 0.386 million ha. Today, projected water storage is 1828 TMC & created water storage is 1525 TMC. As of projected irrigation potential is 82.91 lakh Ha. & created irrigation potential is 57.75 lakh Ha.
Majority of the population of Maharashtra State is dependent on agriculture & allied activities. Hence the state is also a pioneer in Participatory Irrigation Management (PIM)—the first Water User Association (WUA) formed in 1984, and WUA formation is now mandatory.
The Maharashtra state among few states to have it’s own water policy. The state has adopted state water policy in 2003. The policy advocates river basin management. The policy underlines the important principle such as “polluter to pay and first rehabilitation then dam construction. The state water policy is good example of visionary and down-to-earth approach. With growing population and water scarcity, there is growing competition among various sectors of water users. This leads to conflict among them & to overcome it, state had enacted Maharashtra Water Resources Regulatory Authority (MWRRA) Act 2005 & established a Regulatory Authority in Aug 2005. It is the first such regulatory Authority in water sector in the country. Mandate of MWRRA is to monitor and regulate acts resources within the state, which will facilitate and ensure judicious, equitable, and sustainable management, allocation and utilization of water resources. The state has also initiated and institutionalized important reform like benchmarking and water auditing of irrigation projects.

Government of Telangana Irrigation & CAD Department
After formation of the Telangana State, the Irrigation and CAD Department is strengthened by creating new units and reorganising the existing units as per requirement and necessity of the Government policies.
I&CAD Dept is functioning with 23 Chief Engineers including three Chief Engineers in the cadre of Chief Technical Examiner, Chief Engineer (Enquiries), Chief Engineer (Vigilance) at Secretariat level. The project Chief Engineers function independently as Heads of the Department for their respective units.
At Government level, the policies, the administrative matters, budget and financial matters are being dealt by Special Chief Secretary and Principal Secretaries with the assistance of Joint Secretaries etc. The Irrigation department is headed by the Engineer-in-Chief (AW) who is in charge of overall administration of the I&CAD Department. The department is also headed by one more Engineer-in-Chief (Irrigation) who is in charge of the overall Irrigation Projects of the State. The Engineers-in-Chief are the advisors to the Government and associated with department activities.
Telangana has the advantage of having most of the east flowing rivers in the heart of the state bringing in copious supplies from the Western and Eastern Ghats and the Deccan Plateau up to Bay of Bengal. However most of the flows occur only in 3 to 4 months of South West monsoon i.e., June to September. The annual rainfall is between 900 to 1500 mm in northern Telangana and 700 to 900 mm.
